The National Advisory Council of India was setup on June 4, 2004 to monitor the implementation of the United Progressive Alliance's Common Minimum Programme . The Common Minimum Programme has been designated as a Government Scheme .
Congress leader Sonia Gandhi is the chairperson, with the status of a cabinet minister. The other members of this council will be from the allies of the Congress-led Government.
The funds for the functioning of this council will be provided from the budgetary allocation for the Prime Minister's Office.
