Imperial Coalitionism is the name of a form of government derived from Coalitionism (a system of government that is constructed from smaller units working in coalition with one other).

The Coalitionist Ideal is designed to be a "Political Utopia".
In an Imperial Coalitionist system, there are four highest branches of government: the Imperium, the Coalitionist Congress, the Republican Senate, and the Judicial Council. Each branch is designed to counterbalance the others.
The central government has limited power and leaves most civil affairs to local governments, which work according to a City-State/Polis paradigm, where the nation is divided into Provinces/States and each Province/State is composed of multiple counties.
Every county in a province must tax itself, by income tax, flat tax, or whichever form of taxation or money gathering is chosen by the people of the county. Each county is required to pass on to its province betwen 10% and 30% of its taxation income (depending on average income and citizen situation). Each province gives 15% of its income from taxation to the upper government.
In all other matters, each county has full autonomy to manage its internal affairs, from form of local government to legislative choices.
Military and international affairs are handled by the Imperium.
