Hagenbach-Bischoff quota

Hagenbach-Bischoff Quota is a quota system usable for allocating seats in proportional electoral systems.

It is expressed as:


\left( \frac{\mathrm{Total\ Valid\ Poll}}{\left( \mathrm{Seats}+1 \right)} \right)


i.e. in a constituency where 100,000 voted for 4, say, seats, then the quota would be:


\left( \frac{\mathrm{100,000}}{\left( \mathrm{4}+1 \right)} \right)


The quota would thus be 20,000 votes.

This quota can be applied as a varient with highest average based party-list proportional representation systems, such as d'Hondt method.

This varient is referred to as the Hagenbach-Bischoff System .
