This category is for individuals that have personally used and/or verifiably were about to put in practice terrorist tactics, here understood as inducing, or convincingly threatening to induce, outside the operations of a regular armed conflict, a life-threatening situation in a community, with the objective of exploiting, for purposes that are broader than personal gain, the possible weakness of a community that experiences collective terror.

Note that forces using "shock and awe" tactics (which are defined similarly as terrorist tactics, but applies in the case of a regular armed conflict) are not included in this category.

Guerilla fighters are not automatically included in this category: they can only be included when they have shown to operate terrorist tactics against civilians according to the definition above.

The means of violence are not taken into account, nor does this category in itself tell anything pro nor contra the validity of possible ideologies defended by terrorists: inclusion in this category is only descriptive of the tactics used, and not a judgment on the legitimacy of the group's political and/or social, religious, etc... aims.

For verifiability of articles included in this category: individuals included in this category should have admitted to, or endorsed, violence against civilians in a terrorist logic, or at least the use of terrorist tactics should be well-documented and undisputed.
